You will need:
Colored paper
pencil or pen
Glue
Tape
lollipops
Scissors

Instructions:

Cut the paper into a heart shape a little larger then the lollipop. 

Write a message on one side of each heart.

Glue or tape a lollipop on the other side of each heart.

Give them out to your friends.
