Instructions:

Cut off the handles off the white plastic grocery bags. 

Cut the bags into strips but leave the seam at the bottom of the bags intact.

Blow up the white balloon.

Tape the plastic bags around the end of the balloon.

Eyes and Mouth: Draw two eyes and a mouth on the balloon with the black marker.

Hang this ghost up and watch him move in the wind.
